Captain Michael J. Lolley joined the Office of the City Marshal, DeFuniak Springs Police in May, 2011 after retiring from the Enterprise Police Department in Alabama where he served for more than twenty-six years.  While at the Enterprise Police Department, Captain Lolley served in numerous positions including Captain over the Patrol Division, Captain over the Criminal Investigations Division, and served as Chief of Police from 1992 – 1995.  He graduated from Enterprise High School in 1976 and graduated from Troy University in 1984 with a B.S. Degree in Criminal Justice. 
He as two daughters that are recent graduates of Auburn University.

During his tenure with the Enterprise Police Department he served as commander of the Special Response Team and also served as a long rifle marksman.  He has been an F.B.I. certified firearms instructor since 1988.  He has served as Incident Commander during large events and natural disasters.  Captain Lolley attended numerous training courses, primarily in the areas of criminal investigations, management and supervision.  He was a member of the Alabama Homicide Investigators Association, Alabama Narcotics Officers Association and Alabama Peace Officers Association.  
Captain Lolley currently serves as a FDLE certified firearms instructor and is a board member of the Emerald Coast Crime Stoppers.

Lieutenant Richard Black was raised and has spent most of his life in DeFuniak Springs.  Graduating  from Walton Senior High School in 1991, he went on to attend Okaloosa Walton Community College in Niceville.  He graduated in 1992 with an Associate of Science in Business Administration.  Lieutenant Black then attended Florida State University in Tallahassee where he earned his Bachelor of Science degree in Business Management and Human Resources Management, graduating in 1994.  

Lieutenant Black began working at Wal*Mart in DeFuniak Springs while still attending High School during the day.  He later worked at Movie Gallery while attending Community College and went back to work at Wal*Mart while attending FSU in Tallahassee.  Lt. Black began his post college career in banking as a consumer loan specialist in Daphne, AL.  He later trained and worked as a Mortgage Loan Officer for a national mortgage company while residing in the Orlando area.
 

Lt. Black began his law enforcement career as a Police Officer in 1999 at the Valdosta Police Department in Georgia.  He moved back to DeFuniak Springs in 2001, where he was a deputy with the Walton County Sheriff's Office.   He later worked at a local bank and as a Police Officer for the Valparaiso Police Department before becoming a Police Officer with the Office of the City Marshal, DeFuniak Springs Police in 2006.  Lt. Black was promoted to Master Police Officer in 2007 and promoted to Sergeant in 2008.  He was promoted to his current rank of Lieutenant and appointed as the Uniform Patrol Division Commander in 2009.  Lieutenant Black was appointed to his current position as the Special Operations Division Commander in 2012.  Lieutenant Black lives in the City with his beautiful wife and young son.

Lieutenant John D Powers joined the Office of the City Marshal, DeFuniak Springs Police in January, 2007.  He worked as a Patrol Officer for the Uniform Patrol Division for two years before being promoted to Detective in January, 2009. As a Detective with the Criminal Investigations Division his primary responsibility was working narcotics.  He was also assigned to the Florida Regional Fugitive Task Force with the United States Marshals Service July, 2009.  Lieutenant Powers was promoted to Detective Sergeant with the Criminal Investigations Division in August, 2010.  He was responsible for supervising Detectives investigating persons and property crimes as he continued to work narcotics.

Lieutenant Powers was promoted to his current position as the Commander of the Uniform Patrol Division in January, 2013.


Prior to joining the Office of the City Marshal, DeFuniak Springs Police, Lieutenant Powers had worked with the Florida Department of Corrections, Crestview Police Department, and Walton County Sheriff’s Department.  Lieutenant Powers has over 13 years of law enforcement experience.  During this time he has completed specialized training in Narcotic Investigations, Gang Investigations, Homicide Investigations, Injury and Death Investigations, School Resource Officer Training, Advanced DUI Training, A certified DUI Detection Instructor, and has completed many other specialized training courses as well.

Lieutenant William (Earl) Pennington joined the Office of the City Marshal, DeFuniak Springs Police as a Detective in September, 2013, after serving as a law enforcement officer in Alabama for over thirty years.  He was promoted to his current position as the Commander of the Criminal Investigations Division in March, 2014.

Lieutenant Pennington was born and raised in Columbus, Georgia, having attended College at both Columbus College in Columbus, Georgia and Wallace College in Dothan, Alabama. He has ties to Northwest Florida in that his father is from Holmes County and his mother from Santa Rosa County. He began his law enforcement career in Alabama at Eufaula Police Department, serving there for three years obtaining the rank of Sergeant.  He then worked at Enterprise Police Department for more than twenty-seven years having served in various positions to include:  S.W.A.T.  Team Member, Police Explorer Advisor, Field Training Officer, D.A.R.E. Instructor/School Resource Officer, Radar Instructor, Traffic Crash Investigator and Reconstructionist. When he retired from Enterprise Police Department, he was a Patrol Division Lieutenant/Watch Commander and had the most seniority in the department. 

Lieutenant Pennington is involved with various local business and civic organizations and maintains memberships in several law enforcement associations.
