The City of DeFuniak Springs, FL is seeking bids for the following projects.  Please carefully review rules for submission and deadlines.  Some projects require a MANDATORY PRE-BID WALK-THROUGH to qualify for submitting a bid.

LIVE OAK WASTEWATER IMPROVEMENTS
ADVERTISEMENT FOR BIDS

Sealed Bids for the construction of the LIVE OAK WASTEWATER IMPROVEMENTS project will be received, by CITY OF DEFUNIAK SPRINGS, at DEFUNIAK SPRINGS, CITY HALL AT 71 US HWY 90 W, DEFUNIAK SPRINGS, FLORIDA 32433, until 2:00 pm CST time on January 29, 2020 at which time the Bids received will be PUBLICLY opened and read. The proposed project includes the replacement of approximately 3,000 LF of 8” clay gravity sewer main with 8” PVC gravity sewer main, replacement of 13 existing manholes, reconnecting approximately 32 sewer laterals, and incidental asphalt road reconstruction and overlay from the installation of the gravity sewer main along Live Oak Avenue West.

Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form

The Issuing Office for the Bidding Documents is: DEWBERRY ENGINEERS 877 North County Hwy 393, Santa Rosa Beach, FL 32459. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00AM-5:00PM CENTRAL and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of $_150.00_ for each set. Checks for Bidding Documents shall be made payable to “DEWBERRY”. Only checks will be acceptable. Upon request and receipt of the document deposit indicated above plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via delivery service. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

This contract is funded in whole or in part using funds from the American Recovery and Reinvestment Act (ARRA). Section 1605 of the ARRA prohibits the use of these funds unless all iron, steel, and manufactured goods are produced in the United States. All iron and steel manufacturing processes must take place in the United States, except for metallurgical processes involving refinement of steel additives. There is no requirement for the origin of components and subcomponents of manufactured goods. Products listed at 48 CFR 25.104(a) have been determined to be unavailable in the United States and if required for the project may be purchased from foreign sources.  No unauthorized use of foreign iron, steel, and/or manufactured goods will be allowed on this project.

The City shall award the contract to the lowest responsive and responsible bidder; provided however, the City reserves the right to award the contract to a bidder who is not the lowest responsive and responsible bidder if the City determines in its reasonable discretion that another bid offers the City a better value based upon the reliability, quality of service, or product of such other bidder.

NOTICE TO RECEIVE SEALED BIDS:  FEMA Sidewalk on Circle Drive

Mandatory Pre-Bid Walk-Through Required October 30, 2019, 9am CST
Sealed Bid Submission Deadline:  November 1, 2019, 2pm CST

The City of DeFuniak Springs will accept bids from companies with experience and expertise in installing sidewalks and sod to FDOT technical requirements and ADA compliance standards with the ability to substantially complete the project within 30 days.  The selected contractor will be responsible for sidewalk installation, and the preparation of any base material required to perform the work.  The selected contractor will also be responsible for providing all material, concrete, sod, supervision, equipment and labor required to complete the job.  Approximate sidewalk dimensions are 5 ft. wide, 4 in. thick and approximately 3,765 linear feet in length.  Additionally, the contractor will be responsible for the installation of sod along the sidewalk for stabilization and erosion control.  The contractor must determine material required by attending the mandatory pre-bid/walkthrough meeting.  The work will include removing any damaged concrete safely and properly (if any) as to avoid further damage, disposal of any removed material, preparing the base, installation of new concrete at varying depths based on usage and location, as well as timely cleanup and removal of all forms, barricades, and spoils.  Sidewalk construction must conform to current FDOT standards.

Bids will be received until 2:00 PM (CST) on November 1, 2019 at the City of DeFuniak Springs, City Hall, 71 US Highway 90 West, DeFuniak Springs, FL 32435, and will be opened and publicly read immediately thereafter.  All Bids shall be submitted in a sealed envelope clearly marked: “SEALED BID: CITY OF DEFUNIAK SPRINGS – FEMA SIDEWALK ON CIRCLE DRIVE.”

A Bid Bond in the amount of 5% of the Bid shall accompany the Bid.  The City of DeFuniak Springs (City) reserves the right to reject any and all bids, waive any formalities, and award in the best interest of the City of DeFuniak Springs.  All Bids shall be firm for a period of 90 days after opening.  This includes material prices. The bid must conform to Section 287.133(3) Florida Statutes, on public entity crimes.

There will be a MANDATORY PRE-BID/WALKTHROUGH meeting held on October 30, 2019 at  9:00 AM (CST) held at the City of DeFuniak Springs, City Hall, 71 US Highway 90 West, DeFuniak Springs, FL 32435.  The City WILL NOT ACCEPT bids from bidders who did not attend the mandatory pre-bid/walkthrough.

REQUEST FOR QUALIFICATIONS:  U.S. 331 Gas System Upgrades & Expansion CEI

The City of DeFuniak Springs, in accordance with the Florida Department of Transportation (FDOT) policy and applicable components of Section 287.055, Fla. Stat.- “Consultants’ Competitive Negotiations Act,” is requesting proposals from qualified firms to provide engineering project supervision and inspection services relative to the City’s US 331 Gas System Upgrades and Expansion project.  The City of DeFuniak Springs is seeking civil engineering services relating to construction engineering and inspection for the installation of approximately 18,133 LF of 4” MDPE Gas Main from Walton County Fire Station #2 to Healthmark Regional Medical Center, and approximately 3,373 LF of 4” MDPE Gas Main from the intersection of US 331 and Park Avenue east along Park Avenue then north along 13th Street to US 90.  Project design documents, specifications and draft contract documents have been completed.  Consideration will be given to only those firms that are qualified pursuant to law and that have been prequalified by FDOT to perform the indicated types of work.

REQUEST FOR PROPOSALS:  Live Oak Wastewater Improvements

The City of DeFuniak Springs, in accordance with Department of Economic Opportunity (DEO) policy and applicable components of Section 287.055, Fla. Stat.- “Consultants’ Competitive Negotiations Act,” is requesting proposals from qualified firms to provide engineering project supervision and inspection services relative to the City’s FFY 2017 Community Development Block Grant (CDBG) project. The project is composed of replacing approximately 3,000 LF of 8” clay gravity sewer main with 8” PVC gravity sewer main, relining 4 manholes, construction of 12 new manholes, reconnecting approximately 30 sewer laterals, and incidental road surfacing from the installation of the gravity sewer main along Live Oak Avenue West.  The total budget is $700,000 including construction, engineering and administration. Project design documents, specifications and draft contract documents have been completed.

REQUEST FOR BIDS & MANDATORY PRE-BID WALKTHROUGH: Sidewalk on Circle Drive

The City of DeFuniak Springs will accept sealed bids for the installation of approximately 3,765 linear feet of sidewalk on Circle Drive (and approximately 244 cubic yards of sod) following a MANDATORY PRE-BID WALKTHROUGH scheduled for Monday, April 8, 2019, 3pm CST beginning at the Chautauqua Hall of Brotherhood, 95 Circle Drive, DeFuniak Springs, FL.  Bidders will also receive a City Bid Form and requirements and procedures for submitting their bids at that time.   The City WILL NOT ACCEPT bids from bidders who did not attend the mandatory walkthrough.  Following the mandatory walkthrough on April 8, 2019, bidders will provide their sealed bids no later than Thursday, April 25, 2019, 2pm CST.

The City will accept bids from companies with experience and expertise in installing sidewalks and sod to FDOT technical requirements and ADA compliance standards with the ability to complete the project within 151 days.  The completion of the project is November 1, 2019.  The selected contractor will be responsible for sidewalk installation, the preparation of any base structure(s) required to perform the work.  The selected contractor will also be responsible for providing all material, concrete, sod, supervision, equipment, and labor required to complete the job.  Approximate sidewalk dimensions are 5 ft. wide, 4 in. thick and approximately 3,765 linear feet.  Contractor must determine concrete material required by mandatory work site viewing.  The work will include removing any damaged concrete safely and properly (if any) as to avoid further damage, disposal of any removed material, preparing the base, installation of new concrete at varying depths based on usage and location, as well as timely cleanup and removal of all forms, barricades, and spoils.  Sidewalk construction must conform to current FDOT standards.
